It’s clear infrastructure funding through the Greater Flagstone Priority Development Area (PDA) is struggling to keep pace – something I have raised consistently for a number of years with Economic Development Queensland (EDQ).
Here is what is happening:
Right now, there is a requirement that for every new block of land sold in the PDA – in estates like Covella, Everleigh, and Flagstone – a portion of the sale funds is provided to Logan City Council to assist with upgrading key infrastructure, including local roads, water and sewerage systems.
This was done in recognition that PDA developments place additional pressure on existing Council infrastructure and it is intended to help fund Council’s road priorities, in addition to the rates they collect from each household.
BUT:
Council is saying they are not getting enough money from the PDA and don’t have capacity to upgrade all impacted local roads;
Local developers are asking what is happening with the money that is being provided to Council for these upgrades – which is now over $100 million; and
EDQ continues to approve development in the PDA with little recognition of the increasing traffic pressures on the existing community.
Elected representatives formally meet with EDQ and Logan City Council officers a few times each year and we have all strongly advocated that a clear plan be developed and publicly released outlining immediate and longer-term local road upgrades in Greenbank, New Beith and Flagstone.
We also need TMR to move forward with the proposed rail line – because rail from Flagstone to Brisbane is critical – and the momentum on this has stalled since the Options Analysis was released in Sept 2024: https://www.tmr.qld.gov.au/…/salisbury-to-beaudesert…
The e‑petition closes on 11 April 2026 and is likely to be presented to the Ordinary Council Meeting on 22 April 2026.
